Elevated temperatures would accelerate the degradation process, and also exposure to UV and mechanical stress. It so happens that all the above conditions mimic the conditions encountered by plastic bags when they become waste. Simply as long as the bag is used it remains intact, but once it becomes waste it degrades faster.
